Puttalam is the chief city of the District of Puttalam which has been overlooked for sustainable development in the educational field for ages. While the schools in the south of the river of Bathulu-Oya were thriving, Puttalam and Anamaduwa constituencies remained with a few unpopular schools which had been suffering an acute shortage of teachers of science and math to help the students to study those subjects for their G.C.E Advanced Level examinations; consequently, exceptionally clever students who were able to score even 10 “A” passes in the G.C.E Ordinary Level examinations opted Commerce and Arts subjects for their Advanced level examination.
During this period, special projects were introduced by some young patriotic people to prevent student seeking admissions in the schools in faraway places; however, their attempts ended in vain until Mr. K.A. Baiz, the Chairman of Puttalam Urban Council, when he was serving as the Deputy Minister of Livestock Development in 2009, sought to establish a special kind of school where a student could study Math and Science for their G.C.E. Advanced level Examination. He had his own Committee for educational advancement comprising of devoted principals, teachers, professionals and so forth tirelessly worked shoulder to shoulder with Mr. K.A. Baiz and compiled a project proposal for the establishment of the new kind of school which was entirely new to the educational system of this country.
Considering the heartfelt need of the people of Puttalam and with the blessing of Hon. Mahinda Rajapaksha, Prime Minister and then President of Sri Lanka, the then Chief Minister of the Provincial Council of NWP Athula Wijesinghe, waved the green flag to the project and the school came into being in June 2009.
As a provisional arrangement, the school was established in the dilapidated, abandoned hostel building of Puttalam Zahira College at Puttalam – Mannar Road. The new school was named as the President's Science College.
At the outset, The Educational team of Deputy Minister of Livestock Development recommended Mr. M.H. Nawas the retired teacher and the former manager of the Teacher Center, Puttalam to take over the school and perform the duties and responsibilities of the new school until a permanent principal was appointed. Until this time the President Science College was not officially declared open.
Mr. I.L. Sirajudeen, (SLPS -11) was officially appointed as the principal of the school a few weeks ahead of the opening ceremony of the school. From the time of his appointment as the first-ever principal of the President Science College, he has been leading the school towards a promising destination; the very first batch of the school that sat for the Advanced level examination was able to produce a very heartening result. When the student J.M.M. Munsif produced the second national best result in biology in the year 2015 it raised the eyebrows of the country. It is the harvest of the devoted tutorial staff of the College.
After a spell of nine years, the college was shifted to its present location at Poles Road on 21.02.2019 under the auspicious of Pesala Jayaratna, the Governor of NWP, and provided its great service to the students of the area in English and Tamil mediums with the devoted service of 15 teachers. The present student population of this school is 450.
Hon. Mahinda Rajapaksha, when he paid an official visit to Puttalam for the opening ceremony of the Puttalam Study Centre of the Open University declared open the President's Science College.
